PCD Law was founded by Director, Travis Tomlinson. Prior to establishing PCD Law, Travis was a Partner, and Co-Lead, of New Zealand's largest Construction & Infrastructure legal practice.

Travis’ expertise spans more than 15 years, working in New Zealand and Australia (both in private practice and as in-house counsel) on a range of complex and large-scale projects and capital works programs.

He has helped clients on their business cases and procurement planning, tender and contract drafting and negotiations, project governance, and project delivery and advisory (including training programs) across a wide spectrum of industry sectors. He has acted for New Zealand's largest private and public sector organisations and has detailed knowledge of the Government’s procurement rules.

Other Experience

Travis is a past elected Council Member for the New Zealand Society of Construction Law. He has lectured the Construction Law paper at the University of Auckland Law School and was previously the lead lecturer for Law for Construction as part of the Masters of Project Management program at the Auckland University of Technology.  He has also contributed to the LexisNexis Laws of New Zealand on the Building and Construction chapter.

As Partner of his prior firm, Travis was responsible for leading some of New Zealand’s largest construction projects and works programs, such as:

  • The enormous Ruakura Inland Port being delivery by Tainui Holdings.

  • The expansion of Fisher & Paykel’s East Tamaki campus in Auckland.

  • The Canterbury Earthquake Rebuild being delivered by Rau Paenga Limited.

  • New Zealand’s largest tower development, The Pacifica, successfully delivered by international developer Hengyi Pacific.

  • Wilson Hellaby’s major redevelopment of its meat processing facility at Otahuhu in Auckland.

  • The national Innovative Courthouse Program being delivered by the Ministry of Justice and project stakeholders.

  • Many retirement villages and aged care facilities for many New Zealand retirement village operators.

  • Many retail centre projects for New Zealand’s leading retail developer.

  • Major works programs and construction projects for numerous Government Ministries and Agencies including the Ministry of Education, Parliamentary Services, the Ministry for Primary Industries, the Ministry of Justice and District Health Boards.
